chore: update giteabot to v1.0.7 (#39470)

Bump `giteabot` to
[`v1.0.7`](https://github.com/go-gitea/giteabot/releases/tag/v1.0.7),
which supports backport branch names in major-only format `release/v28`
(https://github.com/go-gitea/giteabot/pull/14).
