Due dates set through the API were stored inconsistently. The create
endpoints kept the raw timestamp, issue and pull request edits used end
of day in the client's offset, and only the deadline and milestone edit
endpoints normalized to end of day in the server's UI timezone like the
web UI does. All API due dates now go through
`ParseAPIDeadlineToEndOfDay`.
Editing a pull request with `unset_due_date: false` and no `due_date`
dereferenced a nil pointer and returned 500. It now shares the issue
edit logic and returns 400.

about the web sidebar and isn't fixed here.

The `PATCH /api/v1/repos/{owner}/{repo}` endpoint silently ignores pull
request config fields (like `default_delete_branch_after_merge`,
`allow_squash_merge`, etc.) unless `has_pull_requests: true` is also
included in the request body. This is because the entire PR unit config
block was gated behind `if opts.HasPullRequests != nil`.
This PR restructures the logic so that PR config options are applied
whenever the pull request unit already exists on the repo, without
requiring `has_pull_requests` to be explicitly set. A new unit is only
created when `has_pull_requests: true` is explicitly sent.

WebUI has a checkbox for enabling maintainer edits you can check right
away when creating a new pull request.
Also, it is possible to set `allow_maintainer_edit` in an existing pull
request via API.
This change enables the option while creating a new pull request via
API.

The diff stats are no longer part of the diff generation.
Use `GetDiffShortStat` instead to get the total number of changed files,
added lines, and deleted lines.
As such, `gitdiff.GetDiff` can be simplified:
It should not do more than expected.
And do not run "git diff --shortstat" for pull list. Fix#31492

The response time for the Pull Requests API has improved significantly,
dropping from over `2000ms` to about `350ms` on my local machine. It's
about `6` times faster.
A key area for further optimization lies in batch-fetching data for
`apiPullRequest.ChangedFiles, apiPullRequest.Additions, and
apiPullRequest.Deletions`.
Tests `TestAPIViewPulls` does exist and new tests added.
- This PR also fixes some bugs in `GetDiff` functions.
- This PR also fixes data inconsistent in test data. For a pull request,
the head branch's reference should be equal to the reference in
`pull/xxx/head`.

Current implementation of API does not allow creating pull requests
between branches of the same
repo when you specify *namespace* (owner of the repo) in `head` field in

Although GitHub implementation of API allows performing such action and
since Gitea targeting
compatibility with GitHub API I see it as an appropriate change.
I'm proposing a fix to the described problem and test case which covers
this logic.

## Changes
- Adds the following high level access scopes, each with `read` and
`write` levels:
- `activitypub`
- `admin` (hidden if user is not a site admin)
- `misc`
- `notification`
- `organization`
- `package`
- `issue`
- `repository`
- `user`
- Adds new middleware function `tokenRequiresScopes()` in addition to
`reqToken()`
- `tokenRequiresScopes()` is used for each high-level api section
- _if_ a scoped token is present, checks that the required scope is
included based on the section and HTTP method
- `reqToken()` is used for individual routes
- checks that required authentication is present (but does not check
scope levels as this will already have been handled by
`tokenRequiresScopes()`
- Adds migration to convert old scoped access tokens to the new set of
scopes
- Updates the user interface for scope selection

## tokenRequiresScopes Design Decision
- `tokenRequiresScopes()` was added to more reliably cover api routes.
For an incoming request, this function uses the given scope category
(say `AccessTokenScopeCategoryOrganization`) and the HTTP method (say
`DELETE`) and verifies that any scoped tokens in use include
`delete:organization`.
- `reqToken()` is used to enforce auth for individual routes that
require it. If a scoped token is not present for a request,
`tokenRequiresScopes()` will not return an error

This PR adds the support for scopes of access tokens, mimicking the
design of GitHub OAuth scopes.
The changes of the core logic are in `models/auth` that `AccessToken`
struct will have a `Scope` field. The normalized (no duplication of
scope), comma-separated scope string will be stored in `access_token`
table in the database.
In `services/auth`, the scope will be stored in context, which will be
used by `reqToken` middleware in API calls. Only OAuth2 tokens will have
granular token scopes, while others like BasicAuth will default to scope
`all`.
A large amount of work happens in `routers/api/v1/api.go` and the
corresponding `tests/integration` tests, that is adding necessary scopes
to each of the API calls as they fit.
