The api specs were Go templates whose committed form was not a valid
swagger document, so `swagger-validate`, `generate-openapi.go` and
`.spectral.yaml` each worked around it. They are now plain json,
substituted at serve time.
Renaming them off `.tmpl` also stops `make fmt` rewriting them, which
used to bump their mtime and silently skip the next `make
generate-swagger`.
Also enables stricter spectral linting: extends `lint-swagger` to the
OpenAPI 3 spec, turns on `openapi-tags`, `operation-singular-tag` and
`operation-tag-defined`, adds a top-level `tags` array with descriptions
to the swagger input, and drops the redundant `repository` tag from
`POST /user/repos`.

Adds a `tag_filter` query parameter to `GET /repos/{owner}/{repo}/releases` that filters releases by tag name, with `*` as a wildcard (e.g. `v1*`, `*beta`, `*rc*`). Matching is
case-insensitive and done in the database query. Literal `%`, `_` and `\` in the filter are escaped.

because the CatFileBatch still heavily depends on a parent context.
If we remove the Repository ctx, the CatFileBatch will become a mess and

Replaces the SSE-based push channel (`/user/events`) with a WebSocket
endpoint (`/-/ws`).
### What changes
- **New `/-/ws` endpoint** (authenticated). One WebSocket per origin,
shared across tabs via a single `SharedWorker`.
- **Pubsub broker** (`services/pubsub`) for fan-out by topic, behind a
`Broker` interface. `MemoryBroker` is the default (single process); a
Redis backend is available for multi-process setups, configured via
`[websocket].PUBSUB_TYPE` / `PUBSUB_CONN_STR`. The internal Gitea queue
was not usable here because it has FIFO/single-consumer semantics.
- **Push-only event production.** Events are emitted by write-triggered
notifiers — `NotificationCountChange`, `PublishStopwatchesForUser`, and
the logout publisher — wired into the existing `notify.Notifier`
interface. No server-side pollers.
- **Typed pub/sub on the client.** `web_src/js/modules/worker.ts` is a
singleton transport; features subscribe per event type via
`onUserEvent('notification-count', cb)` instead of branching on
`event.data.type`.
- **Wire contract** (`UserEventType` union) is shared between the worker
and consumers via `web_src/js/types.ts`, kept in sync with
`services/websocket/events.go`.
- **Client-side periodic polling fallback** kicks in only when the
WebSocket cannot be established (e.g. proxy blocks WS, browser lacks
module-SharedWorker support).
### What's removed
- `modules/eventsource` (SSE manager, run loop, messenger).
- `/user/events` route and `tests/integration/eventsource_test.go`.
- All server-side polling for stopwatches and notification counts.
### Stopwatch multi-tab fix
The navbar stopwatch icon was previously rendered conditionally on `{{if
$activeStopwatch}}`, so tabs loaded before the timer started had no DOM
element to update. The icon and popup are now always rendered (toggled
with `tw-hidden`), and the start/stop/cancel handlers POST silently so
all open tabs reflect the change in real time.
### Deployment note
WebSocket needs the upgrade headers to pass through a reverse proxy,
e.g. for nginx:

```
Without them the WebSocket cannot be established, and after 3
consecutive failed opens the shared worker signals `push-unavailable`:
the notification count and stopwatch fall back to periodic polling on

features keep working. The reverse-proxy docs need the same note (see
the `docs-update-needed` label).

Various fixes to actions
1. **Cap total jobs per run in reusable-workflow expansion** — only
nesting depth was capped, so fan-out + nested reusable workflows could
explode job-row inserts and exhaust the DB from a single push. Now
enforces `MaxJobNumPerRun` in the insert path.
2. **Reject rerun-failed when a run has no failed jobs** — an empty job
list meant "re-run everything", so `rerun-failed` on a green run re-ran
all jobs. Now errors (web + API).
3. **Don't adopt external commit statuses into the legacy hash** — the
pre-#35699 Context-only hash matched API-posted statuses too, collapsing
two same-named workflows into one check. Now limited to Actions-user
rows.
4. **Don't cut post-cancel cleanup short in `StopEndlessTasks`** — the
sweep force-stopped just-cancelled jobs mid-cleanup. Now targets
`StatusRunning` only; stalled cancels stay covered by `StopZombieTasks`.
5. **Avoid redundant run reload in `GenerateGiteaContext`** — resolving
`github.triggering_actor` reloaded the run already passed in. Now loads
only the trigger user via new `ActionRunAttempt.LoadTriggerUser`.

## Summary
This PR adds **scoped workflows** to Gitea Actions. Workflows defined
centrally in a "source" repository that automatically run on every
repository in scope: an organization's repositories, or (for instance
admins) every repository on the instance. Each scoped run executes in
the consuming repository's own context (its runners, secrets, and
branch) while its content is read from the source repository, so an org
or instance can mandate shared CI across many repositories without
copying workflow files into each one.
An owner or instance admin registers source repositories on a settings
page and can mark individual workflows as **required**. A required
scoped workflow cannot be opted out by a consuming repository and gates
its pull-request merges; an optional one can be disabled per repository.
Scoped workflows live under a dedicated `SCOPED_WORKFLOW_DIRS` (default
`.gitea/scoped_workflows`), kept separate from regular `WORKFLOW_DIRS`.
## Main changes
### Configuration
New `SCOPED_WORKFLOW_DIRS` setting, validated to not overlap with
`WORKFLOW_DIRS`. Default: `.gitea/scoped_workflows`
### Data model & migration
- New `action_scoped_workflow_source` table mapping a registering owner
(`owner_id`, where `0` = instance-level) to a source repository, with a
per-workflow `WorkflowConfigs` map.
- `ActionRun` gains `WorkflowRepoID` / `WorkflowCommitSHA` (the pinned
content source) and an `IsScopedRun` flag.
### Detection & run creation
On consumer events, scoped workflows from the effective sources (the
owner's own sources plus instance-level ones) are matched and turned
into runs that execute in the consumer's context, with content pinned to
the source repo's default-branch commit.
`on: workflow_run` and `on: schedule` are currently not supported.
### Opt-out
A consuming repository can disable an optional scoped workflow (tracked
separately from regular `DisabledWorkflows`); required scoped workflows
can never be disabled, opted out, or bypassed.
### Commit status
A scoped run's status context format is `"<source repo full name>:
<workflow display name> / <job> (<event>)"`
(for example: `my-org/scoped-workflows: db-tests / test-sqlite
(pull_request)`),
keeping it distinct from a same-named repo-level workflow and from other
sources.
### Required status checks
Admins mark workflows required and supply status-check patterns.
`EffectiveRequiredContexts` appends those patterns to the branch
protection's required contexts and they are matched
must-present-and-pass. If the status checks from scoped workflows fail,
the PR cannot be merged.
NOTE: scoped workflows' required status checks patterns can protect any
target branch that has a protection rule, even though the rule's "Status
Check" is disabled. A target branch with no protection rule cannot be
protected.

### Reusable workflows (`uses:`)
A scoped workflow's local `uses: ./...` resolves against the source
repository. `uses:` directory validation honors the
instance-configurable `WORKFLOW_DIRS` and `SCOPED_WORKFLOW_DIRS`
(previously hardcoded to `.gitea`/`.github/workflows`).
### Manual dispatch
`workflow_dispatch` is supported for scoped workflows (web and API),
resolving inputs/content from the source repo.
### Performance
A process-local LRU cache keyed by source repo ID for the per-source
workflow parse, so instance-level and owner-level sources don't open the
source repo and parse workflow files on every event.
### UI
Org / user / admin pages to register and remove sources, search
repositories, and mark workflows required with their status-check
patterns. The repository Actions sidebar groups scoped workflows by
source with owner/instance labels and required/disabled badges.

Compare API requests with a `^` or `~N` revision suffix (for example
`compare/main...feature^`) were rejected with `400 Unsupported
comparison syntax: ref with suffix`. The fix resolves the suffix to a
commit before comparing, so `base...head^` and `~N` work on either side,
the same as git.
Only `^`/`~N` navigation is resolved. Pull request creation still
requires plain branch refs, and the web compare page keeps rejecting
suffixes since its branch selectors need separate UI work.

- Enforce org visibility on organization label read endpoints (private
org labels no longer leak to non-members).
- Block fork sync (`merge-upstream`) when the base repo is no longer
readable (stops pulling commits after a parent goes private).

## Problem
`GET /repos/{owner}/{repo}/times` and `GET
/repos/{owner}/{repo}/issues/{index}/times` crash with a nil pointer
dereference when the `user` query filter names a user that does not
exist.
## Root cause
In `ListTrackedTimes` and `ListTrackedTimesByRepository`, the
`IsErrUserNotExist` branch sends the 404 but is missing a `return`, so
execution falls through to `opts.UserID = user.ID` with a nil `user`.

The GET /repos/{owner}/{repo}/branches endpoint currently has no way to
filter branches by name server-side, forcing API consumers to paginate
through all branches and filter client-side.
The UI already supports branch search (added in
[#27055](https://github.com/go-gitea/gitea/pull/27055)). The underlying
DB layer has a Keyword field on FindBranchOptions in
models/git/branch_list.go that does a LIKE %keyword% SQL filter, it just
wasn't wired up to the API handler.
This PR exposes a ?q= query parameter on the endpoint that maps to
FindBranchOptions.Keyword.

## Summary

This PR makes the workflow dispatch API reject workflows that do not
declare `workflow_dispatch`. Previously, `POST
/repos/{owner}/{repo}/actions/workflows/{workflow_id}/dispatches` could
create an `ActionRun` for a workflow that only declared another event
such as `push`.
The service now validates that the target workflow has a
`workflow_dispatch` trigger before inserting the run. The API maps that
validation failure to `422 Unprocessable Entity`, matching existing
validation failures in this handler.
The regression test creates a push-only workflow, dispatches it through
the public API, asserts the `workflow_dispatch` validation message, and
verifies that no run was inserted.

This MR fixes an issue in the sync push mirrors endpoint.
Previously, when triggering the synchronization of all push mirrors for
a specific repository, the entire operation would stop if a single
mirror failed for any reason. As a result, the remaining mirrors were
not processed.
With this fix, failures on individual push mirrors no longer abort the
whole synchronization process.

This PR hardens artifact URL signing by encoding signature inputs in an
unambiguous binary payload before computing the HMAC.
What it changes:
- replace direct concatenation-style signing inputs with explicit
payload builders
- encode string fields with a length prefix before appending their bytes
- encode integer fields as fixed-width binary values instead of decimal
text
- apply the same hardening to both:
- Actions Artifact V4 signing in `routers/api/actions/artifactsv4.go`
- artifact download signing in `routers/api/v1/repo/action.go`
- add regression tests that verify distinct field combinations produce
distinct payloads and signatures
Why:
The previous signing logic built HMAC inputs by appending multiple
fields without a strongly structured representation. That kind of
construction can create ambiguity at field boundaries, where different
parameter combinations may serialize into the same byte stream for
signing.
This change removes that ambiguity by constructing a deterministic
payload format with explicit boundaries between fields.

activity, notification, and authenticated `/api/v1/user/...` routes.
Previously, `public-only` tokens were still able to:

- and reach several authenticated self routes that should remain
unavailable for public-only access.
This change treats `public-only` as a cross-cutting visibility boundary:
- list/search endpoints now filter private resources consistently,
- repository lookups enforce the same restriction even when addressed

- and self routes that inherently expose or mutate private account state
now reject `public-only` tokens.

as closely as possible:

- cancelled — `octicon-stop` (gray), was `octicon-x` (red)

Add a build-time conversion step that transforms the existing Swagger
2.0 spec into an OpenAPI 3.0 spec. The OAS3 spec is served alongside the
existing Swagger 2.0 spec, enabling API clients that require OAS3 to
generate code directly from Gitea's API.
This is not to be an answer to how gitea handles OAS3 long term,
but a way to use what we have to move a step forward.

batch-loading trigger users, repositories, and task attributes before
the conversion loop. Remove ReferencesGitRepo from the /actions route
group since no task/run endpoints use it.
Added tests for these endpoints as well.

The `Repository` struct in `services/context/repo.go` embedded
`access_model.Permission` anonymously, causing all permission methods to
be promoted directly onto `Repository`. This made it unclear at call
sites whether a method belonged to `Repository` itself or to its
embedded `Permission`.
### Changes
- **`services/context/repo.go`**: Replace anonymous
`access_model.Permission` with named field `Permission
access_model.Permission`
- **49 files** updated to route permission method calls through the
named field:

ctx.Repo.CanWrite(unit.TypeCode)
ctx.Repo.CanReadIssuesOrPulls(isPull)
slices.ContainsFunc(unitTypes, ctx.Repo.CanWrite)

Methods defined directly on `*Repository` (`CanWriteToBranch`,
`CanCreateBranch`, etc.) are unchanged.
