wxiaoguang 9dc04289aa refactor: make git package handle all git operations (#38543)
before: gitrepo vs git packages
after: git package fully handle all git operations

by the way, use `WithRepo(repo)` instead of `WithDir(repo.Path)` to hide
path details.

benefits:

1. remove all unnecessary wrappers, developers no need to struggle with
"which package should be used"
2. simplify code, RepositoryFacade can (will) be used everywhere, all
"path" details are (will be) hidden

wxiaoguang 775e3bdb34 refactor: remove unnecessary git command wrapper functions (#38531)
Removed `gitrepo.RunCmd*` functions, because gitcmd.Command works with
Repository directly.

Move some "local filesystem" related function into "localfs.go"

bircni 68692e19d4 fix: Various security fixes (#38103)
- Enforce org visibility on organization label read endpoints (private
org labels no longer leak to non-members).
- Block fork sync (`merge-upstream`) when the base repo is no longer
readable (stops pulling commits after a parent goes private).
- Remove `REVERSE_PROXY_LIMIT` / `REVERSE_PROXY_TRUSTED_PROXIES` from
the Docker `app.ini` templates (the `= *` default allowed
`X-WEBAUTH-USER` impersonation; reverse-proxy auth is now opt-in and
admin-configured).
- Enforce single-use TOTP passcodes across web login, password-reset,
and Basic-Auth `X-Gitea-OTP` (fixes a TOCTOU race and a stateless
replay).
- Re-check branch write permission for every ref in a push (the
pre-receive hook cached the first ref's result, letting a per-branch
maintainer-edit grant escalate to full repo write).

Dan Čermák b8c9a0c323 Add ff_only parameter to POST /repos/{owner}/{repo}/merge-upstream (#34770)
The merge-upstream route was so far performing any kind of merge, even
those that would create merge commits and thus make your branch diverge
from upstream, requiring manual intervention via the git cli to undo the
damage.

With the new optional parameter ff_only, we can instruct gitea to error
out, if a non-fast-forward merge would be performed.

wxiaoguang 39de2955fd Improve sync fork behavior (#33319)
Fix #33271

Suppose there is a `branch-a` in fork repo:

1. if `branch-a` exists in base repo: try to sync `base:branch-a` to `fork:branch-a`
2. if `branch-a` doesn't exist in base repo: try to sync `base:main` to `fork:branch-a`
