`published_at` was an alias for `created_at`, so a release created from
an existing tag reported that tag's commit date as its publication time,
and drafts reported one despite never having been published. It is now
stored separately, set when a release is published and null for drafts.
`created_at` in turn means the date of the commit the release points at,
matching what GitHub documents it to be, and the latest release is
selected by it again. Publishing a release for an old commit no longer
takes over the latest badge, and a tag created in the web UI is dated
the same way as one pushed from the CLI.

This fixes the web release edit flow so renamed release attachments are
validated against `[repository.release] ALLOWED_TYPES`.
Previously, the API attachment edit endpoint already enforced release
attachment type restrictions, but the web release edit form passed
`attachment-edit-*` values into `release_service.UpdateRelease`, which
updated attachment names directly without validating the new filename
against `setting.Repository.Release.AllowedTypes`.
As a result, a user with repository write access could rename an
existing release attachment to a disallowed extension through the web
UI.

Similar to GitHub, release notes can now be generated automatically.
The generator is server-side and gathers the merged PRs and contributors
and returns the corresponding Markdown text.

The tags synchronization is very slow for a non-mirror repository with
many tags especially forking. This PR make all repositories' tags
synchronization use the same function and remove the low performance
synchronization function. The commit count of tag now will not be stored
into database when syncing. Since the commits count will always be read
from cache or git data, the `NumCommits` in the release table will be
updated for the first read from git data.
Make "initRepoBranchTagSelector" to use new init framework and fix the
abused "js-branch-tag-selector" styles

Found while investigating #33210.
This line no longer makes sense because the form field "TagName" is
required, so this would mean that this code path would never be covered.
Because it isn't covered, we end up going down the "update release"
logic where we eventually set `Release.IsTag` to false (meaning it will
now be treated as a release instead of a tag).
This snapshot rewrites the condition to ensure that we aren't trying to
create a tag that already exists.

`overflow-wrap: anywhere` is a superior alternative to `word-wrap:
break-word` and we were already setting it in the class. I tested a few
cases, all look good.
Enable us to use tailwind's
[`font-family`](https://tailwindcss.com/docs/font-family) classes as
well as remove `gt-mono` in favor of `tw-font-mono`. I also merged the
"compensation" to one selector, previously this was two different values
0.9em and 0.95em. I did not declare a `serif` font because I don't think
there will ever be a use case for those. Command ran:

It missed `IncludeTags: true,`. That means this bug will be occupied only when the release is a tag.
This PR will fix
- Get the right tag record when it's not a release
- Display correct tag tab but not release tag when it's a tag.
- The button will bring the tag name to the new page when it's a single tag page
- the new page will automatically hide the release target inputbox when the tag name is pre filled. This should be backport to v1.21.
This PR touches the most interesting part of the "template refactoring".
1. Unclear variable type. Especially for "web/feed/convert.go":
sometimes it uses text, sometimes it uses HTML.
2. Assign text content to "RenderedContent" field, for example: `
project.RenderedContent = project.Description` in web/org/projects.go
3. Assign rendered content to text field, for example: `r.Note =
rendered content` in web/repo/release.go
4. (possible) Incorrectly calling `{{Str2html
.PackageDescriptor.Metadata.ReleaseNotes}}` in
package/content/nuget.tmpl, I guess the name Str2html misleads
developers to use it to "render string to html", but it only sanitizes.
if ReleaseNotes really contains HTML, then this is not a problem.
Each change is tested manually line by line. There are too many changes
so I can't share dozens of screenshots.
In short:
1. `ui right` could be still used in `ui top attached header`, because
there is a special case.
2. A lot of `ui right` are just no-op, so they can be removed safely.
3. Some of the `ui right` should be replaced by `gt-float-right` (to
avoid breaking, leave them to the future).
4. A few of the `ui right` could be rewritten by flex.
