Backport #38849 by @silverwind
1. Make review threads linkable via `#pullrequestreview-<reviewID>`
2. Improve CSS so username and timestamp go colored on hover.
3. CSS cleanup, remove dead rules, nonexistant class name, make
`.suppressed` actually do what it says in the doc above.

Fixes#36333
## Problem
When CODEOWNERS automatically assigns reviewers to a pull request, the
timeline incorrectly shows the PR author as the one who requested the
review (e.g., "PR_AUTHOR requested review from CODE_OWNER"). This is
misleading since the action was triggered automatically by CODEOWNERS
rules, not by the PR author.
## Solution
Store CODEOWNERS attribution in comment metadata instead of changing the
doer user:
- Add `SpecialDoerName` field to `CommentMetaData` struct (value:
`"CODEOWNERS"` for CODEOWNERS-triggered requests)
- Pass `isCodeOwners=true` to `AddReviewRequest` and
`AddTeamReviewRequest` functions
- Template can check this metadata to show appropriate attribution

There was some recent discussion about this in Discord `ui-design`
channel and the conclusion was that
https://github.com/go-gitea/gitea/issues/24305 should have fixed their
OS font installation to have semibold weights.
I have now tested this 601 weight on a Windows 10 machine on Firefox
myself, and I immediately noticed that bold was excessivly bold and
rendering as 700 because browsers are biased towards bolder fonts. So
revert this back to the previous value.
As discussed in #22847 the helpers in helpers.less need to have a
separate prefix as they are causing conflicts with fomantic styles
This will allow us to have the `.gt-hidden { display:none !important; }`
style that is needed to for the reverted PR.
Of note in doing this I have noticed that there was already a conflict
with at least one chroma style which this PR now avoids.
I've also added in the `gt-hidden` style that matches the tailwind one
and switched the code that needed it to use that.

There are several places in templates/repo/issue/view_content/comments.tmpl where links are made to Posters or Assignees who are Ghosts or have IDs <0.
