Backport #38586 by @bircni
Several small fixes to the Actions runner management UI.
### Runner task list links to the job, not the workflow run
Relabeled the first column from "Run" to "Job"; it now shows the job ID
and links to the specific job (`/actions/runs/{runID}/jobs/{jobID}`).
Renamed locale key `task_list.run` to `task_list.job`.
### Missing "Disabled" translation
The runner list rendered a grey label via `actions.runners.disabled`,
but that key
did not exist in `locale_en-US.json`, so the raw key string leaked into
the UI.
Replaced `"actions.runners.disabled"` with `"disabled"`.
### Status column sorting ignored active vs idle
Sorting by status ordered purely on `last_online`, but the displayed
status is
computed from both `last_online` (offline) and `last_active` (idle vs
active).
As a result idle runners were interleaved with active ones. Sorting now
ranks by
the computed status (active → idle → offline). Disabled runners sink to
the bottom
of their status group (`is_disabled` as a secondary key), with
`last_online`/`id`
as stable tiebreakers so pagination stays deterministic.
### Status label colors
Active and idle both rendered green. Idle is now yellow, active green,
and
offline/unknown grey; the separate grey "Disabled" badge is unchanged.
This keeps
connectivity visible even for disabled runners (e.g. a disabled runner
still shows
whether it is idle or offline).

Backport #38281 by @bircni
3 reductions in the DB load generated by many runners polling `FetchTask`:
**1. Debounce runner heartbeat writes**
Every poll wrote `last_online`, and every `UpdateTask`/`UpdateLog` wrote
`last_active` — while a runner streams logs that is many writes per
second per runner. These are now persisted only when stale enough to
actually affect the active/offline status (`ShouldPersistLastOnline` /
`ShouldPersistLastActive`), using the existing columns.
**2. Throttle concurrent task picks**
A new in-process semaphore (`MAX_CONCURRENT_TASK_PICKS`) bounds how many
runners run the task-assignment transaction at once, so a fleet polling
together cannot stampede the query. Throttled polls retry on their next
poll without advancing the runner's tasks version.
**3. Paginate the task-pick query**
`CreateTaskForRunner` previously loaded every waiting job in the
runner's scope into memory on each poll (no `LIMIT`). Now it pages
through the waiting backlog oldest-first with `LIMIT`, claiming the
first label-matching job.

Backport #38313 by @bircni
The runner-listing API endpoints (`admin`, `org`, `user`, `repo`, and
`shared`) return runners in a non-deterministic order across pages. When
paging through runners, some runners from page 1 could reappear on page
2 (and others get skipped entirely).
The cause is in `FindRunnerOptions.ToOrders()`. Most sort modes order by
a **non-unique** column only:
- default / `online` / `offline` → `last_online`
- `alphabetically` / `reversealphabetically` → `name`
When multiple runners tie on the sort key (e.g. every offline runner
shares `last_online = 0`, or two runners have the same name), the
database is free to return the tied rows in any order between separate
queries. Combined with `LIMIT`/`OFFSET` pagination, this means the same
runner can land on more than one page.
## Fix
Append the unique primary key `id` as a stable tiebreaker to each
non-unique sort order:
The `newest`/`oldest` modes already sort by the unique `id`, so they are
left unchanged.

## Fixes#36983
## Summary
1. Add transitional `Cancelling` status (between `Running` and
`Cancelled`); cancel flow marks active tasks `Cancelling`, runner
finalizes to `Cancelled` on terminal result.
2. Taskless jobs cancel directly (no runner to finalize).
3. Runner-protocol responses map `Cancelling` → `RESULT_CANCELLED`.
4. Run/job aggregation treats `Cancelling` as active.
5. Status mapping/aggregation tests + en-US locale added.
**Problem**
When a workflow was cancelled from the UI, jobs were marked cancelled
immediately, which could skip post-run cleanup behavior.
## Solution
Use a transitional status path:
Running → Cancelling → Cancelled
This allows runner finalization and cleanup path execution before final
terminal state.
**Testing**
> 1. go test -tags "sqlite sqlite_unlock_notify" ./models/actions -run
"TestAggregateJobStatus|TestStatusAsResult|TestStatusFromResult"
> 2. go run
github.com/golangci/golangci-lint/v2/cmd/golangci-lint@v2.11.4 run
./models/actions/... ./routers/api/actions/runner/...

This PR moves "no online runner" warning to the runs list.
A job's `runs-on` may contain expressions like `runs-on: [self-hosted,
"${{ inputs.chosen-os }}"]` so the value of `runs-on` may be different
in each run. We cannot check it through the workflow file.

This PR also splits `prepareWorkflowDispatchTemplate` function into 2
functions:
- `prepareWorkflowTemplate` get and check all of the workflows
- `prepareWorkflowDispatchTemplate` only prepare workflow dispatch
config for `workflow_dispatch` workflows.

* repository deletion, delete ephemeral runners with active tasks as
well skips regular cleanup
* user deletion, delete ephemeral runners with active tasks as well

* delete ephemeral runners once status changes to done
* You no longer see used ephemeral runners after the task is done

Implements runner apis based on
https://docs.github.com/en/rest/actions/self-hosted-runners?apiVersion=2022-11-28#list-self-hosted-runners-for-an-organization
- Add Post endpoints for registration-token, google/go-github revealed
this as problem
- We should deprecate Get Endpoints, leaving them for compatibility
- Get endpoint of admin has api path /admin/runners/registration-token
that feels wrong, /admin/actions/runners/registration-token seems more
consistent with user/org/repo api
- Get Runner Api
- List Runner Api
- Delete Runner Api
- Tests admin / user / org / repo level endpoints
Related to #33750 (implements point 1 and 2)
Via needs discovered in #32461, this runner api is needed to allow
cleanup of runners that are deallocated without user interaction.

Fix#31707.
Also related to #31715.
Some Actions resources could has different types of ownership. It could
be:
- global: all repos and orgs/users can use it.
- org/user level: only the org/user can use it.
- repo level: only the repo can use it.
There are two ways to distinguish org/user level from repo level:
1. `{owner_id: 1, repo_id: 2}` for repo level, and `{owner_id: 1,
repo_id: 0}` for org level.
2. `{owner_id: 0, repo_id: 2}` for repo level, and `{owner_id: 1,
repo_id: 0}` for org level.
The first way seems more reasonable, but it may not be true. The point
is that although a resource, like a runner, belongs to a repo (it can be
used by the repo), the runner doesn't belong to the repo's org (other
repos in the same org cannot use the runner). So, the second method
makes more sense.
And the first way is not user-friendly to query, we must set the repo id
to zero to avoid wrong results.
So, #31715 should be right. And the most simple way to fix#31707 is
just:
```diff
- shared.GetRegistrationToken(ctx, ctx.Repo.Repository.OwnerID, ctx.Repo.Repository.ID)
+ shared.GetRegistrationToken(ctx, 0, ctx.Repo.Repository.ID)
```
However, it is quite intuitive to set both owner id and repo id since
the repo belongs to the owner. So I prefer to be compatible with it. If
we get both owner id and repo id not zero when creating or finding, it's
very clear that the caller want one with repo level, but set owner id
accidentally. So it's OK to accept it but fix the owner id to zero.
Clarify when "string" should be used (and be escaped), and when
"template.HTML" should be used (no need to escape)
And help PRs like #29059 , to render the error messages correctly.
Introduce the new generic deletion methods
- `func DeleteByID[T any](ctx context.Context, id int64) (int64, error)`
- `func DeleteByIDs[T any](ctx context.Context, ids ...int64) error`
- `func Delete[T any](ctx context.Context, opts FindOptions) (int64,
error)`
So, we no longer need any specific deletion method and can just use
the generic ones instead.
