The `gitea.com/go-chi/session` package only exists for Gitea, so it
moves into `modules/session` to fix its bugs directly. Fixes the flake
in
https://github.com/go-gitea/gitea/actions/runs/36726154500/job/109923538400.
- Sessions are only written back when changed, so a read-only request
can't revert a concurrent change or restore a logged-out session, like
https://github.com/go-macaron/session/commit/ae808a4a4660c802965c834299ab08f167effd12
- The session cookie is only set once a session holds data
- Every backend refreshes the expiry on load and file sessions are
written atomically
- Also fix https://github.com/go-gitea/gitea/issues/36176

* the `mysql`, `postgres`, `couchbase` and `memcache` session providers
are removed, use `file`, `db` or `redis` instead
* login-related cookies are renamed to `gitea_session` and
`gitea_remember`, if you'd like to use the old names, set `COOKIE_NAME`
and `COOKIE_REMEMBER_NAME` in app.ini

`git commit --message=` passes the merge message as a single argument,
which Linux caps at 128 KiB and Windows at 32 KiB for the whole command
line. Long messages failed with `argument list too long` and the merge
box toast showed the raw HTML 500 page.
Pass the message via `--file=-` on stdin instead, and answer
fetch-action requests with JSON on server errors so the toast shows the
error text. Limits merge commit messages to 512KB which could be
extended or made configurable later.

Deploy keys only work over SSH. A deploy token is their counterpart for HTTPS: a repository scoped credential, used as the password of a Git request, with read or read and write access. It covers Git operations and LFS, and can be regenerated in place.

This is the first step (the hardest part):
* repo file list last commit message lazy load
* admin server status monitor
* watch/unwatch (normal page, watchers page)
* star/unstar (normal page, watchers page)
* project view, delete column
* workflow dispatch, switch the branch
* commit page: load branches and tags referencing this commit
The legacy "data-redirect" attribute is removed, it only makes the page
reload (sometimes using an incorrect link).
Also did cleanup for some devtest pages.
Introduce RequestContext: is a short-lived context that is used to store
request-specific data.
RequestContext could be used to clean form tmp files, close context git
repo, and do some tracing in the future.
Then a lot of legacy code could be removed or improved. For example:
most `ctx.Repo.GitRepo.Close()` could be removed because the git repo
could be closed when the request is done.
