Remove the `body {margin: 0; padding: 0}` reset from
https://github.com/go-gitea/gitea/pull/38396, which left HTML mails
flush against the edge in Apple Mail and Thunderbird. The devtest
preview stops injecting its own padding, so it matches delivered mails.
These clients render the mail as a document and apply the default 8px
body margin again, as with GitHub and GitLab notifications. Webmail
clients replace `<body>` and keep their own inset.

The dashboard counts ran queries whose cost grew with the whole instance
instead of the viewing user. On https://gitea.com/pulls the two review
counts alone take about 1.4s per page load.
- Check the owner of the already joined repository with `EXISTS` instead
of listing every public repository and public user
- Hide superseded review requests with `NOT EXISTS` instead of grouping
every review on the instance
- Skip the review counts on `/issues`, which never shows them
- Index `team_user.uid` for permission and team lookups by user
- Fix indices for table `watch`, `package_property` and `action_run`,

still post reviews, code comments and replies on a locked pull request.

With `[repository] ALLOW_FORK_INTO_SAME_OWNER = true` a user can fork
their own repository, but an organization still cannot fork a repository
it owns. The fork button check and the owner list on the fork page
compared the organization with the repository owner directly instead of
asking `CanUserForkBetweenOwners`, and the walk over parent repositories
dropped the owning organization whenever the setting was on.
Organizations now follow the setting the same way users already do, and
nothing changes when it is off.

`release/v28` lacks two helpers this needs, so they are included:

The tags feed (`tags.rss` / `tags.atom`) lives in the tags route group,
which only requires code read access, yet it lists every published
release next to the plain tags and includes each release's title and
rendered note. The releases page and `releases.rss` require releases
read access, and the tags page only shows tag names to users without it,
so the feed is the one place that leaks. A team member granted Code but
not Releases on a private repo, or anyone on a public repo whose
Releases unit is disabled, can read all release notes this way. I
noticed it while comparing the feed routes with the tags template. When
the doer cannot read releases, the feed now lists releases as plain
tags, linking to `/src/tag/` like the tags page does.

Fixes https://github.com/go-gitea/gitea/issues/39925
RFC 6749 §2.3.1 has clients form-urlencode the client id and secret
before building the HTTP Basic header. `openid-client` with
`client_secret_basic` does this and sends `-` as `%2D` and `_` as `%5F`.
The token and introspection endpoints used the raw header values, so
these clients failed with `invalid_client`. Both endpoints now decode
the values with `url.QueryUnescape` before the client lookup, the secret
check and the body consistency check, and reject a value that does not
decode. Plain HTTP Basic parsing in `httpauth` is unchanged, since the
encoding only applies to OAuth client authentication.
Clients that don't encode are unaffected, since no client id or secret
Gitea has ever issued contains `+` or `%`.

Users with "Only Email on Mention" can now still receive email for the
events they picked in a custom repository watch, covering issues, pull
requests and releases. The setting is renamed to "Only Email on Mention
and Custom Watches" to make this explicit, matching GitHub's
"Participating, @mentions and custom".
"All activity" watches don't bypass the setting, because they are also
created automatically by `AUTO_WATCH_NEW_REPOS` for repository creators
and team members. To keep picking every event distinct from "All
activity", the custom watch dialog now stores a new `WatchModeCustom`.
Existing custom watches keep working without a migration.

Fixes a few Actions bugs where user input or nondeterminism caused
failures:
- The job log view indexed task steps with the client-supplied cursor
step without a bounds check, so an out-of-range value panicked and
returned a 500.
- Workflow activity type filters (`types:`) were compiled with
`glob.MustCompile`, so an invalid pattern in a workflow file panicked
during event detection. Invalid patterns now simply don't match.
- Listing workflow runs with an unknown `actor` returned a 500; it now
returns 404.
- The v4 artifact `ListArtifacts` response was built by ranging over a
map, so its order changed between calls. It now follows database order.
- The error from marshalling a workflow job when inserting run jobs was
silently ignored.

Backport #39498 by @SHIVANSHGARG07
The OIDC discovery document at `/.well-known/openid-configuration`
advertised `id_token` in `response_types_supported`, but
`/login/oauth/authorize` only implements the authorization code flow and
rejects any other response_type with `unsupported_response_type`. This
mismatch caused OIDC client libraries that rely on discovery to attempt
the implicit flow and fail silently.
This removes `id_token` from `response_types_supported` so discovery
matches actual server behavior, and adds an integration test asserting
`response_type=id_token` is rejected consistently.
Manually verified: rebuilt Gitea, registered an OAuth2 app, confirmed
`/.well-known/openid-configuration` no longer lists `id_token`, and
confirmed `/login/oauth/authorize?...&response_type=id_token` still
correctly returns `error=unsupported_response_type`.

Lets users approve an OAuth2 scope change on an existing grant instead
of failing with `a grant exists with different scope`. Fixes
https://github.com/go-gitea/gitea/issues/38940.
- Approving a different scope updates the existing grant. Issued tokens
follow immediately, since their scope is read from the grant.
- Confidential and trusted apps show the consent page when the scope set
changes, instead of silently reusing the old grant.
- An omitted `scope` reuses the existing grant's scope, like GitHub.
- The consent page lists newly added scopes.

Replaces hostmatcher with matchlist which supports port rules
Deprecates ALLOWED_DOMAINS/BLOCKED_DOMAINS and ALLOW_LOCALNETWORKS

Removes `external` preset in favor of lax/strict modes, strict mode
requiring explicit ports if they aren't standard http/s ones.
Breaking changes:
- `external` preset no longer works as deny rule. To enforce that, use
`strict` mode and allow ranges to connect to
- Wildcards are no longer accepted in IP addresses
- `*` is no longer allowed as entry in lists
- domain rules now use curl like syntax `*.example.com` matching
subdomains but not `example.com`, `example.com` matching itself and all
subdomains. `example.*` is not a valid rule
- In the default `lax` mode, `[security] ALLOWED_HOST_LIST` no longer
restricts public hosts, set `EGRESS_MODE = strict` to keep an exclusive
list. A startup warning flags this
- Invalid list entries are logged at startup, invalid
`BLOCKED_HOST_LIST`/`BLOCKED_DOMAINS` entries stop it

Fixes several gaps in the approval of fork pull request runs:
1. Approving a run that was cancelled while awaiting approval revived
its cancelled jobs. Such a run is no longer treated as awaiting approval
by the merge box, run page, approve actions and API, and rerunning it
approves it.
2. Approval no longer revives jobs cancelled while the run was pending,
no longer lets two jobs sharing a concurrency group cancel each other,
and re-emits the run so jobs needing a cancelled job get resolved.
3. An unapproved run applies its workflow-level concurrency only once
approved.
4. For workflows from the pull request, both the event actor and the
pull request author must be trusted to skip approval. Workflows from the
default branch, like `issue_comment`, still only check the actor.

* Revert the behavior introduced by #30805

* Fix#39254 and many more related bugs.
* Fix#39124
```
// MarkAsMerged sets a pull request to merged and closes the corresponding issue
// To make sure the pull request is marked as merged correctly, the caller uses multiple-stage operations:
// 1. Create a temp repo from base, merge the head into the temp repo, and get the merged commit ID and timestamp,
// 2. The merged commit ID and related information are stored into pull request
// 3. Push the merged commit to the base repo
// 4. Call MarkAsMerged to mark the pull request as merged and do post-processing (notification, close issues, etc)
//
// If failure occurs in step 1/2/3: the pull request is still open, the base repo is not changed, the doer can start a new merge.
// If failure occurs in step 4: the pull request can be marked as merged by the merged commit ID stored in it later.
```
Removing and re-adding a mention, or changing `closes #1` to a plain
`#1`, added duplicate references to the issue's timeline.
The timeline now renders a single entry per referencing issue or pull
request, positioned at the first mention, like GitHub does.
Adds a read-only Actions job queue: running jobs first, then waiting
jobs in the order a runner picks them up. It is shown instance-wide in
the admin Actions section with owner, repository and status filters, and
per repository in the Actions tab. Both lists refresh in place.
Pending work is currently only visible per repository and newest-first,
so nothing shows what is queued, in which order, or what occupies the
runners. Reordering the queue will be proposed separately.
A migration adds indexes for the runner pickup query and
repository-scoped status lookups.

Closes https://github.com/go-gitea/gitea/issues/33579.
Adds browser previews for Actions artifacts. Selecting an artifact opens
its file browser; selecting a file renders it in the same tab. The ZIP
download remains available separately.
Previews require sign-in and read access to the run. Text, image and PDF
files are supported; rendered HTML and JavaScript run in a sandboxed
frame and are labeled as automatically generated. The frame loads files
from a signed link that expires after an hour, because its requests
carry no session cookie. `[actions] ARTIFACT_PREVIEW_MAX_SIZE` limits
total previewable artifact size (`0` disables previews; `-1` removes the
limit); individual files also follow `[ui] MAX_DISPLAY_FILE_SIZE`.

Comment excerpts in activity feeds previously used either the first 200
display characters of a comment or, for review comments, its first
physical line. That excerpt is rendered as Markdown in the feed, so if
the excerpt began with a leading blank lines or structural markdown
syntax, the excerpt would render as empty or produce broken output. For
example, a review comment beginning with a code fence stored only the
opening fence, which rendered as an empty code block.
This commit instead renders feed excerpts as prose only, dropping code,
math, tables, images and HTML, which also fixes already stored excerpts.
New excerpts start at the first prose line, and review comments get the
same excerpt as issue comments.
This produces meaningful excerpts in more cases while preserving their
original Markdown.

Since #39229 the commit page header dereferences
`.Verification.CommittingUser` when the committer is not the author.
`Verification` is `nil` for unsigned commits (see `repo.Diff`), so
opening such a commit — a rebased or cherry-picked one, for example —
logs a template error and the page comes out truncated:
```
Render failed: failed to render template: repo/commit_page, error: template error: builtin(bindata):repo/commit_page:138:22 : executing "repo/commit_page" at <.Verification.CommittingUser>: nil pointer evaluating interface {}.CommittingUser
```
This guards the access and adds an integration test that creates a
commit with distinct author and committer identities and checks the page
renders completely (the status stays 200 on a mid-render failure, so the
test looks at the body).
_The fix was worked out with help from an AI assistant; I reviewed and
tested it myself._

Follow-up to https://github.com/go-gitea/gitea/pull/38966. Replaces the
unreleased `POST /admin/users/{username}/convert-type` endpoint with a
`type` field on `PATCH /admin/users/{username}`.
Adds first-class bot accounts (`UserTypeBot`): local, password-less
users for automation that authenticate only with access tokens.
1. Admin UI: create bots, filter users by type, manage a bot's access
tokens, convert between user and bot
2. API: `POST /admin/users/{username}/convert-type`, and user objects
gain a GitHub-compatible `type` (`User`, `Organization`, `Bot`)
3. CLI: `gitea admin user change-type`, `--user-type` accepts `User` or
`Bot` case-insensitively
4. Converting keeps the password, 2FA, OAuth2 grants and access tokens,
and since sign-in rejects bots, converting back restores the account.
Only local, non-admin accounts can be converted, and conversions are
audited
5. Session, reverse proxy, SSPI, external source and password reset
sign-in reject non-individual users, so a bot never gets an interactive
session
6. Bots receive no notifications or emails
