## Summary
Replace `url.QueryEscape` with `url.PathEscape` when building
`dist.tarball` in the npm package registry. `QueryEscape` leaves `@`
unescaped, producing `dist.tarball` URLs like `@scope%2Fname` for scoped
packages — which npm clients cannot resolve. `PathEscape` produces the
RFC 3986 path-segment-safe encoding (`%40scope%2Fname`) that the npm
registry URL format requires.
## Reproduction
1. Publish a scoped npm package (`@scope/name@1.0.0`) to a Gitea package
registry.
2. Inspect the `dist.tarball` field in the metadata response.
3. Observe that the package name in the URL is `@scope%2Fname` instead
of `%40scope%2Fname`.
4. `npm install @scope/name` fails because npm rejects the malformed
tarball URL.
## Fix
One-line change in `routers/api/packages/npm/api.go`:

## Tests
- `routers/api/packages/npm/api_test.go`: extended
`TestCreatePackageMetadataResponse` to use `Package.Name: "@scope/test"`
and added an `assert.Equal` on `Dist.Tarball` (per review feedback to
consolidate the test instead of adding a new one).
- `tests/integration/api_packages_npm_test.go`: switched three
`url.QueryEscape(packageName)` to `url.PathEscape(packageName)` to match
the new production encoding (lines 125, 126, 446). The `TestPackageNpm`
assert at line 219 against `pmv.Dist.Tarball` now passes for scoped
packages.
The unit test fails on `main` (excluding the `QueryEscape` →
`PathEscape` swap) and passes with the fix.

Enable [`forcetypeassert`](https://github.com/gostaticanalysis/forcetypeassert)
linter to prevent unchecked type assertions. ~650 issues fixed, most
fixes were clean, some use `setting.PanicInDevOrTesting`.
The only behaviour changes are where code would previously send a 500 error
or panic, a 4xx error is now emitted.

The npm packument left `time`, `keywords` and `maintainers` empty
although the data was available. `created` and `modified` are derived
from the versions currently served, as there is no package-level
timestamp to read them from.

Adds the npm package version metadata fields that Gitea's npm registry
was previously dropping on publish, and implements the `npm deprecate`
command, which Gitea did not accept before.
### New / pass-through metadata fields
The following are now parsed from the publish payload, persisted in the
stored `npm.Metadata`, and re-emitted on the abbreviated version
manifest returned to npm clients:
- `hasInstallScript` — auto-detected from `scripts.preinstall` /
`scripts.install` / `scripts.postinstall` (also honors a client-supplied
value). Without this flag, `npm install` skips lifecycle scripts.
- `_hasShrinkwrap` — authoritatively derived by inspecting the uploaded
tarball for a top-level `*/npm-shrinkwrap.json` entry. Client-supplied
values are ignored. Decompression failures fall back to `false` and do
not block publish (integrity has already been validated).
- `engines` (`map[string]string`)
- `cpu`, `os` (`[]string`)
- `directories` (`map[string]string`)
- `funding` (`any`; preserves the spec's string / object / array shape)
- `acceptDependencies` (`map[string]string`)
- `deprecated` (`string`)
`peerDependenciesMeta` was already in the stored struct but is now
exercised
by tests.
### `npm deprecate` support
`npm deprecate <pkg-spec> <message>` PUTs the package document to the
same URL as publish but with no `_attachments`. The router now detects
that shape and routes to a new handler that updates each affected
version's stored `Metadata.Deprecated` via
`packages_model.UpdateVersion`. An empty message clears the flag
(undeprecate). Unknown versions are silently skipped, matching npm's
behavior. No new routes were added.
Supported invocations include:
- `npm deprecate my-thing@"< 0.2.3" "critical bug fixed in v0.2.3"`
- `npm deprecate my-thing@1.x "1.x is no longer supported"`
- `npm deprecate my-thing@1.0.0 ""` (undeprecate)

Addresses a batch of privately reported security issues, grouped by
area:
- **SSRF** - migration PR-patch/asset fetches, OAuth2 avatar & OpenID
discovery, pull-mirror URL re-validation, and the outbound proxy path.
- **Access-token scope** - prevent scope escalation on token creation;
keep public-only tokens confined (feeds, packages, Actions listings,
star/watch lists, limited/private owners).
- **Access control / disclosure** - go-get default-branch leak, webhook
authorization-header leak, watch clearing on private transitions,
label/attachment scoping.
- **Denial of service** - input bounds for npm dist-tags, Debian control
files, Arch file lists, and SSH keys.
### 📌 Attention for site admins
Not breaking - existing configs keep working - but two changes are worth
a look:
- **New SSRF protection** Outbound requests (migrations, OAuth2 avatars,
OpenID discovery, pull mirrors, proxy path) are now validated against
the allow/block host lists. If your instance legitimately reaches
internal hosts, you may need to add them to
`[security].ALLOWED_HOST_LIST` (and the relevant `ALLOW_LOCALNETWORKS`
settings).
- **Deprecation** `[webhook].ALLOWED_HOST_LIST` is deprecated and will
be removed in a future release. Use `[security].ALLOWED_HOST_LIST`
instead; the old key still works for now.

Use shared repo permission resolution for Actions task users in issue
label remove and clear paths, and add a regression test for deleting
issue labels with a Gitea Actions token.
This fixes issue label deletion when the request is authenticated with a
Gitea Actions token.

The bug was that the delete path re-resolved repository permissions
using the normal user permission helper, which does not handle Actions
task users. As a result, `DELETE
/api/v1/repos/{owner}/{repo}/issues/{index}/labels/{id}` could return
`500` for Actions tokens even though label listing and label addition
worked.

Direct serving of content aka HTTP redirect is not mentioned in any of
the package registry specs but lots of official registries do that so it
should be supported by the usual clients.

This PR adds a Debian package registry. You can follow [this
tutorial](https://www.baeldung.com/linux/create-debian-package) to build
a *.deb package for testing. Source packages are not supported at the
moment and I did not find documentation of the architecture "all" and
how these packages should be treated.

This PR introduce a new db method `InTransaction(context.Context)`,
and also builtin check on `db.TxContext` and `db.WithTx`.
There is also a new method `db.AutoTx` has been introduced but could be used by other PRs.
`WithTx` will always open a new transaction, if a transaction exist in context, return an error.
`AutoTx` will try to open a new transaction if no transaction exist in context.
That means it will always enter a transaction if there is no error.
