silverwind d8e179f28f fix: resolve YAML anchors and aliases in Actions workflows (#38984) (#38996)

Workflows using YAML anchors are rejected as invalid, because a workflow
is split into one document per job and an alias whose anchor lands in
another job's document no longer resolves. Node walkers such as `on:`
parsing have no alias case either.

Aliases are now expanded once, right after the workflow is parsed and
before anything reads or splits it, bounded like GitHub's parser so
nested aliases cannot expand without limit. Merge keys stay unsupported,
as they are upstream.

silverwind 00a637295e fix(actions): evaluate each ${{ }} part on its own (#38754) (#38797)
Backport of https://github.com/go-gitea/gitea/pull/38754

Every `${{ }}` part was spliced as raw text into a synthesized
`format('...', <raw>)` call and re-parsed, so unbalanced parentheses
restructured the whole expression:

```yaml
run-name: ${{ 1) && (2 }}          # panicked, aborting workflow parsing for the push
if: ${{ 1 }} ${{ 0) && (0 }}       # silently skipped the job
runs-on: ${{ nosuchcontext.x }}    # silently queued the job against the label ""
```

One scanner shaped like GitHub's template reader now splits every value
and each part is evaluated on its own, so nothing builds an expression
out of text. A part that fails is an error instead of an empty string.

`expressionCallsFunction` is self-contained here, since this branch has
no `expressionsMatch` to build it on. That makes
`github.com/rhysd/actionlint` a direct dependency, which it already is
on `main`.

bircni 7684221ed4 feat(actions): implement jobs.<job_id>.continue-on-error (#38100)
Support `continue-on-error` for workflow jobs when aggregating an
Actions workflow run status.

Previously, `continue-on-error` was parsed from workflow YAML but was
not persisted or used when calculating the overall run result. As a
result, a failed job could incorrectly fail the entire workflow even
when the workflow explicitly allowed that job to fail.

This PR stores the parsed `continue-on-error` value on each action run
job and treats failed jobs with `continue-on-error: true` as successful
when computing the workflow run status, matching GitHub Actions
behavior.

## Changes

- Add `ContinueOnError` to `jobparser.Job`.
- Add `continue_on_error` to `ActionRunJob` with a `NOT NULL DEFAULT
FALSE` migration.
- Populate `ActionRunJob.ContinueOnError` when creating workflow run
jobs.
- Update workflow status aggregation so failed `continue-on-error` jobs
do not fail the overall run.
- Leave `resolveCheckNeeds` unchanged so dependent jobs still see the
job result as `failure` and are skipped by default.

## Compatibility

This is backward compatible.

If only the runner or only the server is updated, `continue-on-error`
continues to degrade to the previous behavior and is effectively ignored
until both sides support it.

Kausthubh J Rao 630258410d fix(actions): prevent panic when workflow contains null jobs (#37570)
## The issue

Closes #37568. Basically due to empty fields being present in the
actions file, the jobs would be produced as `nil` inside `jobparser.go`
. Because of this when we call `Parse` on the `jobparser` module.

```go
Needs:   job.Needs(),
```

would propagate the `nil` job down the chain. 

## The fix

For now i decide to fix it by guarding with an `if job == nil` check.

silverwind 97211bf0c5 refactor(deps): migrate from nektos/act fork to gitea/runner (#37557)

includes the `act` package directory previously referenced by
`nektos/act`.

silverwind aba87285f0 Remove dead code identified by deadcode tool (#37271)
Ran [`deadcode`](https://pkg.go.dev/golang.org/x/tools/cmd/deadcode)
(`-test ./...`) to find functions, methods and error types unreachable
from any call path (including tests), and removed the truly-dead ones.

Lunny Xiao ad9850391d Move jobparser from act repository to Gitea (#36699)
The jobparser sub package in act is only used by Gitea. Move it to Gitea
to make it more easier to maintain.
