Updating a branch by merge produced an unsigned commit even when merges
are configured to be signed. Update by rebase was unaffected.
`Update()` builds a fake reverse PR to switch head and base, and it has
no `Index`, so `pr.GetGitHeadRefName()` resolves `refs/pull/0/head`.
Since #36186 `SignMerge` looks that ref up in the base repository
instead of the temporary merge repo. That lookup fails. The caller
dropped the error, so `sign` stayed false.
Sync fork goes through the same fake-PR path.
Pass both sides of the merge to `SignMerge` as refs and evaluate them in
the temp repo, where `base` and `tracking` always exist.
Tests cover a signed and an unsigned update by merge.

Before: the merge box is only refreshed when the PR is being
conflict-checked.
After: also refresh the merge box when the commit status is pending
(e.g.: Action task is running)
By the way, slightly increase the refresh interval to 5s

## Summary
This PR adds **scoped workflows** to Gitea Actions. Workflows defined
centrally in a "source" repository that automatically run on every
repository in scope: an organization's repositories, or (for instance
admins) every repository on the instance. Each scoped run executes in
the consuming repository's own context (its runners, secrets, and
branch) while its content is read from the source repository, so an org
or instance can mandate shared CI across many repositories without
copying workflow files into each one.
An owner or instance admin registers source repositories on a settings
page and can mark individual workflows as **required**. A required
scoped workflow cannot be opted out by a consuming repository and gates
its pull-request merges; an optional one can be disabled per repository.
Scoped workflows live under a dedicated `SCOPED_WORKFLOW_DIRS` (default
`.gitea/scoped_workflows`), kept separate from regular `WORKFLOW_DIRS`.
## Main changes
### Configuration
New `SCOPED_WORKFLOW_DIRS` setting, validated to not overlap with
`WORKFLOW_DIRS`. Default: `.gitea/scoped_workflows`
### Data model & migration
- New `action_scoped_workflow_source` table mapping a registering owner
(`owner_id`, where `0` = instance-level) to a source repository, with a
per-workflow `WorkflowConfigs` map.
- `ActionRun` gains `WorkflowRepoID` / `WorkflowCommitSHA` (the pinned
content source) and an `IsScopedRun` flag.
### Detection & run creation
On consumer events, scoped workflows from the effective sources (the
owner's own sources plus instance-level ones) are matched and turned
into runs that execute in the consumer's context, with content pinned to
the source repo's default-branch commit.
`on: workflow_run` and `on: schedule` are currently not supported.
### Opt-out
A consuming repository can disable an optional scoped workflow (tracked
separately from regular `DisabledWorkflows`); required scoped workflows
can never be disabled, opted out, or bypassed.
### Commit status
A scoped run's status context format is `"<source repo full name>:
<workflow display name> / <job> (<event>)"`
(for example: `my-org/scoped-workflows: db-tests / test-sqlite
(pull_request)`),
keeping it distinct from a same-named repo-level workflow and from other
sources.
### Required status checks
Admins mark workflows required and supply status-check patterns.
`EffectiveRequiredContexts` appends those patterns to the branch
protection's required contexts and they are matched
must-present-and-pass. If the status checks from scoped workflows fail,
the PR cannot be merged.
NOTE: scoped workflows' required status checks patterns can protect any
target branch that has a protection rule, even though the rule's "Status
Check" is disabled. A target branch with no protection rule cannot be
protected.

</details>
### Reusable workflows (`uses:`)
A scoped workflow's local `uses: ./...` resolves against the source
repository. `uses:` directory validation honors the
instance-configurable `WORKFLOW_DIRS` and `SCOPED_WORKFLOW_DIRS`
(previously hardcoded to `.gitea`/`.github/workflows`).
### Manual dispatch
`workflow_dispatch` is supported for scoped workflows (web and API),
resolving inputs/content from the source repo.
### Performance
A process-local LRU cache keyed by source repo ID for the per-source
workflow parse, so instance-level and owner-level sources don't open the
source repo and parse workflow files on every event.
### UI
Org / user / admin pages to register and remove sources, search
repositories, and mark workflows required with their status-check
patterns. The repository Actions sidebar groups scoped workflows by
source with owner/instance labels and required/disabled badges.

- Introduce a “Bypass Protection Allowlist” on branch rules
(users/teams) alongside admins, with BlockAdminMergeOverride
still respected.
- Surface the allowlist in API (create/edit options, structs) and
settings UI; merge box now shows the red button +
message for bypass-capable users.
- Apply bypass logic to merge checks and pre-receive so allowlisted
users can override unmet approvals/status checks/
protected files when force-merging.
- Add migration for new columns, locale strings, and unit tests (bypass
helper; queue test tweak).

The `Repository` struct in `services/context/repo.go` embedded
`access_model.Permission` anonymously, causing all permission methods to
be promoted directly onto `Repository`. This made it unclear at call
sites whether a method belonged to `Repository` itself or to its
embedded `Permission`.
### Changes
- **`services/context/repo.go`**: Replace anonymous
`access_model.Permission` with named field `Permission
access_model.Permission`
- **49 files** updated to route permission method calls through the
named field:
```go
// Before
ctx.Repo.IsAdmin()
ctx.Repo.CanWrite(unit.TypeCode)
ctx.Repo.CanReadIssuesOrPulls(isPull)
slices.ContainsFunc(unitTypes, ctx.Repo.CanWrite)
// After
ctx.Repo.Permission.IsAdmin()
ctx.Repo.Permission.CanWrite(unit.TypeCode)
ctx.Repo.Permission.CanReadIssuesOrPulls(isPull)
slices.ContainsFunc(unitTypes, ctx.Repo.Permission.CanWrite)
```
Methods defined directly on `*Repository` (`CanWriteToBranch`,
`CanCreateBranch`, etc.) are unchanged.

Refactor preparePullViewPullInfo and related functions, split them into
small ones:
* preparePullViewPullInfo creates PullRequestViewInfo struct
* if the PR is merged: prepareView**Merged**PullInfo
* if the PR is open: prepareView**Open**PullInfo
In prepareViewMergedPullInfo and preparePullViewFillInfo: call
preparePullView**FillInfo** consistnently
preparePullViewFillInfo calls preparePullViewFill**CompareInfo** and
preparePullViewFill**CommitStatusInfo**
1. Fix the "flash message" layout problem for different cases
* I am sure most of the users should have ever seen the ugly
center-aligned error message with multiple lines.
2. Fix inconsistent "Details" flash message EOL handling, sometimes
`\n`, sometimes `<br>`
* Now, always use "\n" and use `<pre>` to render
3. Remove SanitizeHTML template func because it is not useful and can be
easily abused.
* But it is still kept for mail templates, for example:
https://github.com/go-gitea/gitea/issues/36049
4. Clarify PostProcessCommitMessage's behavior and add FIXME comment
By the way: cleaned up some devtest pages, move embedded style block to
CSS file
Use shared repo permission resolution for Actions task users in issue
label remove and clear paths, and add a regression test for deleting
issue labels with a Gitea Actions token.
This fixes issue label deletion when the request is authenticated with a
Gitea Actions token.
Fixes#37011
The bug was that the delete path re-resolved repository permissions
using the normal user permission helper, which does not handle Actions
task users. As a result, `DELETE
/api/v1/repos/{owner}/{repo}/issues/{index}/labels/{id}` could return
`500` for Actions tokens even though label listing and label addition
worked.

The `PATCH /api/v1/repos/{owner}/{repo}` endpoint silently ignores pull
request config fields (like `default_delete_branch_after_merge`,
`allow_squash_merge`, etc.) unless `has_pull_requests: true` is also
included in the request body. This is because the entire PR unit config
block was gated behind `if opts.HasPullRequests != nil`.
This PR restructures the logic so that PR config options are applied
whenever the pull request unit already exists on the repo, without
requiring `has_pull_requests` to be explicitly set. A new unit is only
created when `has_pull_requests: true` is explicitly sent.

Maybe fix#32018
- Use `gitrepo.GetMergeBase` method instead of other two
implementations.
- Add `FetchRemoteCommit` so that we don't need to add many `remote` to
the git repository to avoid possible git lock conflicts. A lock will
start when invoke the function, it will be invoked when cross-repository
comparing. The head repository will fetch the base repository's base
commit id. In most situations, it should lock the fork repositories so
that it should not become a bottleneck.
- Improve `GetCompareInfo` to remove unnecessarily adding remote.
- Remove unnecessary parameters of `SignMerge`.
Fix#35998
1. Fix `<a rel>` :
* "_blank" already means "noopener"
* "noreferrer" is already provided by page's `<meta name="referrer">`
2. Fix "redirect_to" mechisam
* Use "referer" header to determine the redirect link for a successful
login
3. Simplify code and merge duplicate logic
This PR adds a quick approve button on PR page to allow reviewers to
approve all pending checks. Only users with write permission to the
Actions unit can approve.

## Move Commit status state to a standalone package
Move the state from `structs` to `commitstatus` package. It also
introduce `CommitStatusStates` so that the combine function could be
used from UI and API logic.
## Combined commit status Changed
This PR will follow Github's combined commit status. Before this PR,
every commit status could be a combined one.
According to
https://docs.github.com/en/rest/commits/statuses?apiVersion=2022-11-28#get-the-combined-status-for-a-specific-reference
> Additionally, a combined state is returned. The state is one of:
> failure if any of the contexts report as error or failure
> pending if there are no statuses or a context is pending
> success if the latest status for all contexts is success
This PR will follow that rule and remove the `NoBetterThan` logic. This
also fixes the inconsistent between UI and API. In the API convert
package, it has implemented this which is different from the UI. It also
fixed the missing `URL` and `CommitURL` in the API.
## `CalcCommitStatus` return nil if there is no commit statuses
The behavior of `CalcCommitStatus` is changed. If the parameter commit
statuses is empty, it will return nil. The reference places should check
the returned value themselves.
`[repository.pull-request] DELAY_CHECK_FOR_INACTIVE_DAYS` is a new
setting to delay the mergeable check for pull requests that have been
inactive for the specified number of days.
This avoids potentially long delays for big repositories with many pull
requests. and reduces system load overall when there are many
repositories or pull requests.
When viewing the PR, checking will start immediately and the PR merge
box will automatically reload when complete. Accessing the PR through
the API will also start checking immediately.
The default value of `7` provides a balance between system load, and
keeping behavior similar to what it was before both for users and API
access. With `0` all conflict checking will be delayed, while `-1`
always checks immediately to restore the previous behavior.

Noticed a SQL in gitea.com has a bigger load. It seems both `is_pull`
and `pin_order` are not indexed columns in the database.
```SQL
SELECT `id`, `repo_id`, `index`, `poster_id`, `original_author`, `original_author_id`, `name`, `content`, `content_version`, `milestone_id`, `priority`, `is_closed`, `is_pull`, `num_comments`, `ref`, `pin_order`, `deadline_unix`, `created_unix`, `updated_unix`, `closed_unix`, `is_locked`, `time_estimate` FROM `issue` WHERE (repo_id =?) AND (is_pull = 0) AND (pin_order > 0) ORDER BY pin_order
```
I came across a comment
https://github.com/go-gitea/gitea/pull/24406#issuecomment-1527747296
from @delvh , which presents a more reasonable approach. Based on this,
this PR will migrate all issue and pull request pin data from the
`issue` table to the `issue_pin` table. This change benefits larger
Gitea instances by improving scalability and performance.

In history (from some legacy frameworks), both `:name` and `name` are
supported as path path name, `:name` is an alias to `name`.
To make code consistent, now we should only use `name` but not `:name`.
Also added panic check in related functions to make sure the name won't
be abused in case some downstreams still use them.
This PR removes (almost) all path tricks, and introduces "renderhelper"
package.
Now we can clearly see the rendering behaviors for comment/file/wiki,
more details are in "renderhelper" tests.
Fix#31411 , fix#18592, fix#25632 and maybe more problems. (ps: fix
#32608 by the way)
