fix(models): chunk commit status queries to avoid SQLite expression depth limit (#39611)

Fixes https://github.com/go-gitea/gitea/issues/39606

Refactor GetLatestCommitStatusForRepoCommitIDs to 
query commit IDs by batch to avoid generating a large SQL
